RBC 2019 – General informations

 

  1. The Organizer of RBC 2019 is The Sport Club: MKS Piotrówka Radom, with legal address: Poland, 26-600 Radom, St. Trojańska 5
  2. The Organizer provide: medical care, full board, accommodation and referee services, free public transport.
  3. Every participants are obliged to possess valid certificate of identification: ID, School ID, Passport. In case of objection as for the age of a player, the organizer can ask a coach for showing ID document. If after verification it turns out that the player is older than the age required in played category, the team will lose the game by walk-over.
  4. In the tournament can participate only players with valid group or individual insurance from consequences of unfortunate accidents.   
  5. All participants are obliged to behave according to sportsmen’s etiquette.

In case unsporting behavior of any participants (player, coaches, assisting persons) organizer has the right to disqualify the team from the tournament.

  1. All participants are obliged to obey law and order, safety rules in every place the tournament is hold: places of accommodation, sport gyms, halls, toilets, locker rooms, common rooms, canteens, hotel rooms etc.). In case of finding damages of property (known violator), team attendant bear financial liability for resulting damages. All or part of the deposit can be withhold for coverage of loss.

All noticed violation of discipline, law and order, safety, should be reported to the organizer or organizer’s representatives.

  1. In the course of the tournament all participants are obliged to comply with without any delay organizer’s orders. In case not obey organizer’s orders all arising consequences bear the team attendant.
  2. All teams are asked to participate in opening ceremony.
  3. Awards guaranteed by the organizer:
  4. Winning team in the category will receive free participation in one chosen category for the club in next - IX RBC in 2020 (will be held 14-17.05.2020),
  5. Every participant will receive: commemorative tournament T-shirt, towel, mug,
  6. Every team will receive: diploma, commemorative tournament’s photo,
  7. First four team in every category will receive: statues, medals (max. 15 pieces),
  8. Individual awards in every category:
  • statuettes and gift for MVP
  • statuettes for every player of All Stars Game,
  • statuettes for the best scorer,
  • statuettes for the best play maker,
  • statuettes for the best rebounder.

Necessary condition of exploiting the jump park is purchase disposable, non-slip socks in prize 5 PLN / piece (about 1,2 €). Attendant of the group have to enter into agreement for using the park by their charges. First hour of use for free, additional time payable.   1. Coaches meeting - 17.05.2019 (Friday).

 

  1. Every team is obliged to pay a deposit in amount 200 PLN / 50€ in cash at first day during registration in tournament office. A deposit will be return in whole last day after leaving place of accommodation without any damages.

System, Rules and Regulations of RBC 2019

  1. The tournament will be played in 4 categories:
  2. U-10 (boys born in 2009 and younger)
  3. U-11 (boys born in 2008 and younger)
  4. U-12 (boys born in 2007 and younger)
  5. U-13 (boys born in 2006 and younger)

 

Play format in categories:  U-11, U-12, U-13:

  1. In the first phase (group competitions) – the 32 teams will be divided into 8 groups, 4 teams each. The teams play round robin system in groups.
  2. In the second phase:
  3. Teams which finish on 1st place in every group will play for places

I – VIII (according to given schedule)

  1. Teams which finish on 2nd place in every group will play for places IX – XVI (according to given schedule)
  2. Teams which finish on 3rd place in every group will play for places XVII – XXIV (according to given schedule)
  3. Teams which finish on 4th place in every group will play for places XXV – XXXII (according to given schedule)

Every team will play 6 games in the tournament

Play format in category:  U-10:

  1. In the first phase (group competitions) – the 16 teams will be divided into 4 groups, 4 teams each. The teams play round robin system in groups.

Teams which finish on 1st  and 2nd  places in every group will play for places

Teams which finish on 3rd and 4th place in every group will play for places

Every team will play 5 games in the tournament

Game Rules

  1. RBC is played according to international basketball federation (FIBA) rules:
  2. In all age categories the games are played according to “Passarella” system:
  3. 1 and 2 quarter – two different five players,
  4. 3 and 4 quarter – any player can play
  5. If there is 12 players in the team:
  6. 11th player have to play in 1st quarter,
  7. 12th player have to play in 2nd
  8. Returning rotations are permissible
  9. If there is 11 players in the team:
  10. 11th player have to play in 1st or 2nd quarter,
  11. Returning rotations are permissible
  12. If there is 9 players in the team:
  13. In 1st quarter – first 5 players take parte the game
  14. In 2nd quarter – 4 other players and 5th pointed by opposite team coach take part in the game.
  15. The same rule is applied if there is less than 9 players in the team.
  16. Game length: 4 quarters, 8 min. each.
  17. The game’s time is stopped for:
  18. free throws
  19. timeouts
  20. If in 4th quarter the difference between teams is 10 and less points, the game time is stopped according to FIBA Rules
  21. Brakes between quarters:
  22. between quarter 1/2 , 3/4 - 1 minute
  23. between quarter 2/3 (half time) – 2 minutes
  24. There is no draws in games.
  25. In case of draw after regular time, teams play overtime, lasting 2 minutes according to FIBA Rules.
  26. Timeouts – 1 timeout per every quarter and overtime lasting 45 second
  27. Ball size, height of the baskets
  28. U-10 – ball size 5, basket – 260 cm,
  29. U-11 – ball size 5, basket – 260 cm,
  30. U-12 – ball size 5, basket – 260 cm,
  31. U-13 – ball size 6, basket – 305 cm.
  32. The order in group is decided according to point system.
  33. If 2 or more teams have the same number of points:
  34. If 2 teams have the same number of points the order is decided according to the result between tied 2 teams,
  35. If 3 teams have the same points, the order is decided according to results between tied teams (additional table – FIBA Rules)
  36. ratio between point made to point lost.
  37. All game’s results will be accessible online on website: radombasketcup.pl
  38. Rules: 3 sec., 5 sec., 8 sec., 24 sec. are applied in all categories

In the case, there is no 24 sec. clock in the gym:

If in the referee’s opinion a team possessing a ball deliberately delay a shoot, referee start to count down 7 seconds, clearly signalize that by hand movement and communicate loudly “7 seconds to shoot”. If there is no shoot in this time referee will stop the game and awarding a ball to the opposite team.

  1. Personal fouls – 5th personal foul, eliminate a player from the game.
  2. Team fouls

After receiving 4th team’s foul in each the quarter, every next is penalized by free throws.

  1. The colors of team’s uniforms:
  2. The teams should have apply the rule:
  • Home team (mentioned on the first place) – light color
  • Visitors team (mentioned on the second place) – dark color
  1. In the case 2 teams have the same or very similar colors of uniforms, a team which uniform’s not fulfil above rules has to change their jersey or put on wrappers.
  2. The zone defense is strictly forbidden in all categories.
  3. All court men to men defense with elements of doubling is allowed
  4. Team’s rosters should be given to the table no later than 15 minutes before the game.
  5. Team’s delay – If the team has not appeared in a gym after 15 minutes of game starting time, a win is awarded the opposite team by walk-over (2 points – win, 1 point – loser, result 20:0).
  6. Every coach should be able to prove their players age with any ID.
  7. Every team which leaves the court during a game will be eliminated from the tournament.
  8. The commissioner of the tournament has the right to exclude a player/coach from the tournament for unsporting or unfair behavior.
  9. Game balls, warming up, water
  10. Organizer supply 1 game ball in every gym,
  11. for warming up teams have to possess their own balls,
  12. The tournament schedule predicts 7 min. for warming up on the court before the game,
  13. In case of delay the referee can start a game without warming up on the court,
  14. Organizer supply 6 (1,5 l.) bottles of water for each team.

  1. Protests

All possible protest can be lodged only in written form and provided to the  respective officials at each play site no later than 15 minutes after a game. The protest have to be written in Polish or English language. The protest fee is 200 PLN/50€ and must be paid when lodging a protest. The fee is wholly refunded if the protest stands. The jury’s decision cannot be overruled.
